1、通信算子infer和yaml目录重构：
将通信算子定义文件移动到独立目录：
mindspore/ops/op_def/yaml/xxx => mindspore/ops/op_def/yaml/communication/xxx
将通信算子infer文件移动到独立目录：
mindspore/ops/infer/xxx => mindspore/ops/infer/ops_func_impl/communication/xxx
mindspore/ops/infer/ops_func_impl/xxx => mindspore/ops/infer/ops_func_impl/communication/xxx
